If you have Windows 8.1 but not the Pro version sadly Windows Media Center is not included. Honestly I do not think Windows 8.1 Pro is not worth the cost just for Media Center when there are so many great free versions out there. MediaPortal from TeamMediaPortal is one of the most beautiful full featured of these options. Especially if you mainly want it to use the DVR option.
(Before you watch our full review of MediaPortal here is what we used and what you will need. We used a Quantum Byte Mini PC with a Rii i8+ Wireless Keyboard and touch pad to control it. You can use any PC and keyboard/mouse to control MediaPortal that is Windows Vista or newer. If you want to use the live TV and DVR options you will need a antenna and a TV tuner for a PC.)
Since the video review was made I was able to test out the DVR in a place that gets great OTA. It worked very well but I recommend going to their website and reading up on how to use it before you try to use the DVR the first time. Worked just as well if not better than my old Windows Media Center.
