Here is the Email Sony is sending out:

We are writing to inform you that PlayStation™Store, PlayStation™Vue, PlayStation®Plus, PlayStation™Now, and PlayStation®Music, will start collecting sales tax in your state starting October 1, 2018. The sales tax charged on each order is determined by your state, county and city tax rates.

Sony has not said why the plan to start charging sales tax now. Recently there has been a push by states to collect sales tax from online services. Recently Amazon started to collect sales taxes in all states that charge them. Now other companies like Sony are following suit.
